About Us

The Kingston Professional Firefighters Association (KPFFA) is a labour organization certified by the Ontario Labour Relations Board (OLRB) to reperesent career firefighters employed by the City of Kingston. Presently we have a membership of 147 working in the areas of fire supression, training, fire prevention, communications and mechanical maintenance of fire apparatus; call volume is approximately 5000/year

The KPFFA is a union that represents, collectively and inidividually, career firefighters in all matters pertaining to wage, pension and benefit administration, disciplinary matters and policy as it pertains to employment conditions. The KPFFA may also become involved in charitable, political and other activites as decided upon by the membership.

The KPFFA is governed in a democratic manner in that all representatives and union activites are, ultimatley, decided on by a majority vote of the general membership.

The KPFFA is a member of the Ontario Professional Firefighters Association (OPFFA) and the International Association of Firefighters (IAFF).

The Kingston Professional Firefighters Association is a trade union that represents persons employed full time as firefighters by the City of Kingston. As such, our mandate excludes representing prospective firefighters and we have no input into the selection and hiring process for those seeking employment with Kingston Fire & Rescue.

Please do not contact us with questions about the hiring process or becoming a volunteer firefighter as this is entirley the the domain of the City and there is nothing we can do to assist you. If you have graduated from a fire service course at a college or other post secondary institution, please discuss the matter with your placement office.

Terms of Use

  1. Ownership
    1. This site, located at URL http://www.kingstonfirefighters.org (hereinafter referred to as 'kingstonfirefighters.org' or 'the site') is the property of the Kingston Professional Firefighters Association, IAFF Local 498, Kingston, Ontario, Canada (hereinafter referred to as 'the KPFFA' or 'the Association'). As such, other terms and conditions may apply.
    2. The KPFFA is a member of the Ontario Professional Firefighters Association (hereinafter referred to as 'the OPFFA' or 'the Provincial'). As such, other terms and conditions may apply.
    3. The KPFFA and the OPFFA are members of the International Association of Firefighters - Canada (hereinafter referred to as 'IAFF-C' or 'the Canadian'). As such, other terms and conditions may apply.
    4. The KPFFA, the OPFFA and the IAFF-C are members of the International Association of Firefighters (hereinafter referred to as 'IAFF' or 'the International'). As such, other terms and conditions may apply
    5. Kingstonfirefighters.org is hosted on servers controlled by Kingston Online Services. As such, other terms and conditions may apply.
    6. The KPFFA is governed by the Constitution and Bylaws (hereinafter referred to as CBL's) of the KPFFA, the OPFFA. and the IAFF. As such, notwithstanding that these terms and conditions apply to kingstonfirefighters.org, other terms and conditions in the aforementioned CBLs for both web site and non web site union matters, may apply.
  2. Mandate
    1. The mandate of kingstonfirefighters.org is to communicate union business to the public and its members and to promote the activities of the KPFFA and its members in a manner that benefits the Association.
  3. Governance and Administration
    1. As with all union business, this site is governed by the Executive Committee of the KPFFA in consultation with the Association membership, parent organizations and legal counsel.
    2. Decisions regarding this site will utlimately be directed by majority vote of the general membership at a regular or special meeting.
    3. The President of the KPFFA will be the name registrant of the site.
    4. No later than January 31 or each year, the (new) President will ensure the name kingstonfirefighters.org is properly registered for at least the next calendar year.
    5. The President, Executive Committee and Webmaster of the KPFFA will work cooperatively to maintain a professional web presence that promotes the the image of the KPFFA in the community and upholds and promotes Association values.
    6. Content will be posted by members duly authorized to do so. See section 5.
    7. The President may unpublish content reasponably deemed to reflect negatively on the Association or pose potential liability until such time as the content can be reviewed by the Executive and voted on my the membership.
    8. The webmaster will be selected on technical ability and knowledge of the content management system.
    9. The Webmater will have no say in the nature of content posted but may vote as a member on web site issues.
    10. Notwithstanding 3(i), the webmaster may be called upon at any time to give technical support, advice or expalanation on issues surrounding the website.
  4. Membership and Access
    1. Members of the public may view public access pages of kingstonfirefighters.org
    2. Only active KPFFA members in good standing will be granted access to the secure areas of the site after applying via the 'create an account' link on the home page and agreeing to these terms and conditions.
    3. Members applying for web site accounts must use their most common first name and their legal last name when setting up their accounts. No pseudonyms will be accepted. For example, 'fuzzyfireperson_66' will not be accepted but 'John Doe' will.
    4. Should two or more members with the same names apply for accounts, the assistance of the Webmaster will be required to add numerical suffixes, e.g. John Doe 03.
    5. The KPFFA retains the exclusive right to extend or deny membership and place limitations on any priviledges that entails to any person for any means as determined by the Exectuive Committee and/majority vote of the general membership.
    6. Retired members may be given limted access to the web site subject to the approval of the membership.
    7. Notwithstanding 4(f), retired members who become employed by the City of Kingston in any role that reasonably can be deemed a management position with the corporation, Kingston Fire & Rescue or any other position or role that may be reasonably considered to be a conflict of interest with that of the KPFFA will not have access to the secure areas.
  5. Content
    1. Content posted on this site is done so at the discretion of the Executive Committee of the KPFFA in consultation with parent organizations, legal counsel and the general membership.
    2. Content posted on this site is done so with the intent of providing information relevant to the KPFFA to the public, the membership of the KPFFA and other stakeholders.
    3. Content may be edited or removed without prior notification.
    4. The KPFFA makes no guarantee that content will be available on an ongoing basis. Users should not rely on any content presented on this site as beiung static or permanent.
    5. Content may be posted by authorized KPFFA members only.
    6. Any content posted is is subject to the approval of the KPFFA Executive committee.
    7. Any person posting content does so with the full knowledge that their user name will be posted adjacent to that content as well as the date and time of posting.
    8. Persons posting content will assume all liability and indemnify the KPFFA and its members for posted material that is reasonably determined to be slanderous, libelous or in any way reflects negatively on the KPFFA, OPFFA or IAFF.
    9. Material reasonably detemined to be offensive, inappropriate, libelous, slanderous or otherwise reflect negatively on the KPFFA or its members will be removed.
    10. Persons posting material described in 5(l) may be subject to disciplinary action for doing so.
    11. No material may be posted that can reasonably be interpreted as promoting oneself or a business, person or agency in a manner that constitutes a conflict of interest with the KPFFA.
  6. Copyright
    1. All content on this site is copyright protected Kingston Professional Firefighters Association, IAFF Local 498, Kingston, Ontario, Canada unless otherwise noted.
    2. Persons posting content that involves copyrigthed material are required to secure the appropriate poermissions before posting that material and must be able to produce proof of same.
    3. Persons posting material will assume all liability and indemnify the KPFFA and its members for copyright infringement.
    4. The KPFFA limits liability of copyright infringement to removal of material in question.
  7. Confidentiality
    1. All content in the secure areas is considered confidential.
    2. Members granted access to the secure areas agree to maintain confidentiality of content in the secure area.
    3. Content in the secure area will not be divulged to non-members by any means spoken or electronic. This includes but is not limited to verbal transmission, sharing passwords, displaying screens, taking screenshots, leaving secure area open and leaving a computer unattended, printing and distributing, etc.
    4. Failure to comply with the confidentiality clause may result in disciplinary action, ranging from but not limited to, suspension of access up to and including removal from the KPFFA and legal action.
  8. Privacy
    1. This site is for the use of the KPFFA in communicating Association business to its membership and, where applicable, to the public.
    2. Any personal information collected on this site from the public or KPFFA members is soley for the use of The Association in conducting legitimate union business.
    3. Personal information collected on this site will remain strictly confidential and will not be distributed for any reason to any person or agency.
    4. Notwithstanding 8(c), private information my be dislosed after discussion with legal cousel to be in compliance with statute in the event that access to such infomation is compelled by or subject to subpeona, warrant or other means by a authorized persons or agencies.
    5. All requests for personal information collected on this site not in not reasonably described in 7(d) will be refused.
    6. Notwithstanding any part of section 8, the Executive board may divulge personal information of any or all users of this site should unusual circumstances arise that may reasonably be considered to be of sufficent gravity that not divulging such information would create be of detriment to the Association, any member or bring liability or disrepute on any party.
  9. Links
    1. The KPFFA encourages sites relevant to the fire service, fire service unions and other sites that may be relevant to firefighter issues to link to this one.
    2. The KPFFA will make efforts to link with sites described in 9(a).
    3. The KPFFA retains sole discretion in determining which site kingstonfirefighters.org will link to.
    4. The KPFFA retains sole discretion in allowing our link to appear on other sites. If the KPFFA requests that a link to this site be removed from another, it must be done so immediatley or legal action may ensue.
    5. If another site requests that kingstonfirefighters.org deletes a link that connects to that one, it will be removed upon reciept of written request made by persons authorzed to do so.
    6. If you wish to establish a link exhchange with kingstonfirefighters.org, please do so by making a formal request via e-mail to the President or Webmaster. All such requests will be considered by the Executive committee on a case by case basis.
  10. Failure to comply with these terms and conditions will may result in consequences that include, but not limited to, the offending user being blocked, disciplinary action under the CBLs up to and including removal from the KPFFA or other legal action being taken.
  11. These Terms and Conditions may change at any time without prior notification. It is the responsibility of the user to review these Terms and Conditions on a regular basis and be familiar with them.

OCCUPATIONAL DISEASES FACED BY FIREFIGHTERS

This list was sourced from the Toronto Star.

The 2007 amendment to Ontario's Workplace Safety and Insurance Act sets out the conditions, such as years of service, by which eight cancers are presumed to be work-related. Full-time, part-time and volunteer firefighters are covered under the act, which also covers heart injuries suffered within 24 hours of fighting a fire or participating in a training exercise of a fire emergency. The eight cancers currently covered in the legislation, and criteria:

  • Brain cancer (10 years' service required)
  • Bladder cancer (15 years)
  • Kidney cancer (20 years)
  • Colorectal cancer (diagnosed before 61st birthday)
  • Non-Hodgkin's lymphoma (20 years)
  • Certain types of leukemia (15 years)
  • Ureter cancer (15 years)
  • Esophageal cancer (25 years)

The six cancers the Ontario Professional Fire Fighters Association wants included in the legislation are:

  • Multiple myeloma
  • testicular cancer
  • cancers of the skin
  • breast
  • lungs and prostate


Bargaining Update

Brothers and Sisters,

The Negotiation Committee met with the City today in the last efforts to reach an agreement regarding the 4 Day Work Week. Unfortunately after our best efforts we were unable to reach an agreement and will be returning this item to Arbitrator Burkett for final determination. As such we will request the earliest possible resolve to this issue however we have little control over the timlines of the arbitration board and will advise members of any updates as available.

Additionally the outstanding items from the arbitration award were discussed and there remain benefit items that require more investigation, namely the retiree travel insurance, retiree life insurance and the application of paramedicals and vision care to retirees.

The retro pay for the Communications Technicians 5 % differential increase as well as the retro pay for recognition pay application on overtime remain outstanding as payroll has encountered technical issues, these are to be paid as soon as possible.

It was further determined that the acting wage for FFIC's would be referred back to the arbitrator for determination as the parties could not agree on the application regarding the elimination of probationary rates.

We will continue to update the members as we receive more information.
